Learning, Evaluation, Accountability, and Participation (LEAP)
The Project LEAP initiated by the Jammu Kashmir Policy Institute (JKPI) is an attempt designed to observe and comprehend the governance and developmental landscape of Jammu and Kashmir (J&K). The acronym LEAP encapsulates its core objectives:
Learning, Evaluation, Accountability, and Participation. LEAP operates through a multifaceted approach, engaging in both virtual and physical sessions with diverse stakeholders including government officials, policymakers, researchers, and subject matter experts. These sessions serve as platforms for in-depth discussions aimed at explaining the intricacies of government function, policy-making and the execution of various schemes and projects within the region.
Central to LEAP’s mission is the facilitation of dialogue. Through a series of structured conversations, LEAP aims to gather valuable insights into government functioning, ensuring the efficient and effective implementation of schemes and projects, and ultimately, catering to the needs of the public. By fostering an environment conducive to open discourse, LEAP aims to bridge the gap between policy formulation and ground-level realities.
Moreover, LEAP places significant emphasis on inclusivity by providing opportunities for public engagement. Both virtual and physical sessions serve as avenues for the community to grasp the impact of developmental initiatives on their daily lives and to critically evaluate the progress achieved by the government.
This participatory approach not only enhances transparency but also fosters a sense of ownership and empowerment among citizens regarding the developmental trajectory of Jammu and Kashmir.
